During the American occupation, the center of government in which Mayoyao came under was in Ilagan, Isabela. At some point, the Commander in Ilagan sent a company of soldiers, led by one officer and accompanied by a priest to the town of Mayoyao. To have some local government in this town, Mataag Maorhi was appointed as the first head of the town. The title of this position at the time was "President" and the seat of government for the town was Balangbang.

Dosser was later sent by Gallman to Mayoyao to take the place of the Isabella soldiers. Shortly, after his arrival to Mayoyao, he transferred the seat of government to Bato. When the transfer was completed, President Mataag resigned. Dosser appointed Natuno to succeed Mataag as President. When Natuno resigned, Dosser appointed Dugyunon to be the next President of the town. Dugyunon remarried to a woman from Bunhian so he resigned as President to follow her there. Dosser then appointed Agaya to be the fourth President of the town. Agaya held this position until 1935.

End of Presidents

In 1935, the first election (though informal) was held to elect the head of the town. This time, they also changed the title from President to Mayor. Santiago Balajo was the first elected Mayor of Mayoyao. (Vicente Gawongna Sr.; Alfredo Panitio Sr.; Federico Juguiad Sr.; Gaspar Ponchinlan; John Langbayan; Romeo Lim-ang; Atty.
