MTM - While critics about the victory of Nancy Binay has been a hot topic over the internet, citizens of Mayoyao seemed to be one of the LGU's that topped her in the senate as shown in the result below as of May 16, 2013. Meanwhile, the Philippines has been allegedly named as Time’s “Most STUPID Country to Elect a 20-Year OJT as a Senator” recently. A certain Marilou Martin has allegedly wrote the news which turns viral.
“The overwhelming victory of a self-professed on-the-job trainee-cum Senator in the recently held election in the Philippines cemented the country’s fate,” wrote Marilou Martin, the news director of Time magazine.
“Falling for the diversionary tactics of an inexperienced candidate that saw her steer the issue away from her credibility to her skin complexion to make herself look like the underdog; gave us no choice but to bestow such title to a country, who was destined for greatness before the elections,” she added.
“And yes, we intentionally all-capped the word stupid for added emphasis,” according to Martin.
Time blamed the more than 11 million Filipinos who voted for the VP’s daughter for the contributing to the Philippines’s overall stupidity rating index whom she believes are the same people with no access to the Internet to witness the lambasting their candidate is currently receiving.
“These are probably the same 11,289,648 people who had no access to the internet to witness the criticism their bet received for her lack political background or experience.”
“Those are only minor achievements as compared to the repercussions the sheer amount of stupidity the recent actions of the Filipino people entails.”
“It’s these kind of situations that not even Lou Diamond Philips winning the Oscars or the Philippines winning the next Miss Universe can help with your country’s image,” said Martin.
Johnny Manuel Ebola said of the Time Magazine article “I can’t say that I’m proud of this recent ‘achievement’ of our country.” “But at least I’m proud to say that I’m not one of those 11,789,643 nincompoops!”
The 40-year-old eldest daughter of the Philippine vice president has been the current ‘flavor’ of racist jokes, funny tweets and coloured jokes.

MANILA -- The Philippines and Japan signed P439.64-million worth of grant agreements for the construction of mini-hydropower plants in northern Luzon, the National Economic and Development Authority (NEDA) said.
Through a Japan International Cooperation Agency grant of Y893 million or P377.5 million, an 810 kilowatt-capacity mini-hydropower plant will be put up in Barangay Haliap, Asipulo, Ifugao, NEDA said in a statement.
The project, which will be implemented by the Energy department and the Provincial Government of Ifugao from May 2013 to February 2015, also entails the purchase of hydropower equipment, the repair of existing irrigation facilities and the training of plant supervisors and operators.
Meanwhile, a Y147 million or P62.14 million grant will fund a 45-kilowatt capacity in Isabela. The grant also covers the construction of a substation, transmission facilities, diversion canal and a power house.
The Isabela project will be implemented by the Energy department and the National Irrigation Administration from May 2013 to November 2014.

Mayoyao Ifugao - The National Economic Development Authority (NEDA) is now targeting the integration of more overseas Filipino workers (OFWs) back to the Philippines through entrepreneurial programs to drive investments in the micro, small and medium enterprise (MSME) sector.
"We are beefing up efforts to reintegrate OFWs so we can harness their experience and expertise in contributing to the country's socioeconomic development," Arsenio M. Balisacan, NEDA Director General and Socioeconomic Planning Secretary, said in a statement.
He explained that the resources brought by OFWs will help generate employment and contribute to the growth of MSMEs in the country.
The recently released Socioeconomic Report (SER): 2010-2012 by NEDA showed that the government put up the BALinkBayan (“Business Advisory Link para sa Bayan”) website to help OFWs set up businesses and investments in the Philippines. This was done through the Commission on Filipino Overseas and the Department of Trade and Industry (DTI).
The said website provides a link to DTI’s One-Town-One-Product (OTOP) program, as well as other community-level convergence programs of the Departments of Agriculture, Agrarian Reform, and Environment and Natural Resources.
Other enterprise programs under the MSME Development Plan: 2011-2016 also aim to encourage local entrepreneurs and returning OFWs to invest their resources in the country as mentioned in the same report.
In 2011, a total of 2,034 OFWs were also provided training by the Overseas Workers Welfare Administration and the Philippine Trade Training Center to encourage them to become entrepreneurs. And as of June 2012, a total of 19,403 participants were trained in weaving, bamboo processing, making handmade papers, branding, management and values formation to increase their productivity and access to credit and markets, among others.
Small enterprises in the country have also been provided assistance by ASENSO (Access of Small Enterprises to Sound Lending Opportunities), formerly known as SULONG, while microenterprises have received financial and technical assistance from the Rural Micro Enterprise Promotion Program (RuMEPP).
In detail, the RuMEPP has assisted a total of 44,061 microenterprises who have been provided microfinancing (126% of target) while 22,073 (or 147% of target) had been provided business development services, including capacity building, product development, market linkages, among others.
